Place the "dsound.dll", "ScriptHook.dll", "ScriptHookDotNet.asi", "firstperson.asi", "firstperson.ini" and lastly the "systemtimesync.asi" files into your root GTA IV folder, the one which has the exe's "LaunchGTAIV.exe" and "GTAIV.exe".
